A Saudi VAT number has 15 digits and starts and ends with 3.

What the QR contains
Tags 1 to 5
Seller name, seller VAT number, time of issue, invoice total with VAT and the VAT total, as text.
Phase 2
Adds the invoice hash, the digital signature and the public key, and on simplified invoices the certificate signature.
What it cannot check
Whether the signature is valid or the invoice was cleared or reported. Only ZATCA’s platform or the issuer’s system can confirm that.
What is inside a ZATCA QR code?
Five fields in phase 1: seller name, VAT number, time, total with VAT and VAT amount. In phase 2 the QR also carries the invoice hash, signature and public key.
How do I read a ZATCA QR code?
Scan it with any QR app to get its text, then paste the text here. The tool decodes the TLV fields and shows them.
Does a readable QR mean the invoice is valid?
No. It means the QR is well formed. Whether the invoice was cleared or reported, and the signature is genuine, is confirmed by ZATCA’s systems.
