How much does a custom CRM cost in Saudi Arabia, the UAE, and Egypt?

A plain guide for owners and managers of growing businesses: what custom CRMs cost on the market, what pushes the price up or down, how the numbers compare with Salesforce and HubSpot over three years, and what e-invoicing rules add.

Updated · 9 min read

The short answer

Published market figures for a custom CRM in Saudi Arabia run from about SAR 74,000 to SAR 396,000 (USD 19,700 to 105,600) for most business systems, and up to SAR 1.5 million (USD 400,000) for large enterprise programmes.

What decides where you land is not the number of screens. It is how many workflows, user roles, and integrations the CRM needs, how much data has to move over, and whether invoices must meet e-invoicing rules.

A focused first version, built for one team and grown in stages, costs far less than a full system built all at once. At keyt, a starter CRM module starts at USD 1,500 and a full custom CRM starts at USD 6,000, with a fixed written quote after a free discovery call.

What custom CRMs cost on the market

These are published ranges from development firms, collected in one Saudi market comparison. They are not quotes, but they show how wide the market is.

RangeIn US dollarsWhat it usually covers
SAR 74,000 – 396,000USD 19,700 – 105,600A full business CRM from a development firm, from a limited scope to a broad one
SAR 112,500 – 262,500USD 30,000 – 70,000A basic system: contacts, pipeline, tasks, reports, a few integrations
SAR 150,000 – 1,500,000USD 40,000 – 400,000Enterprise programmes with many teams, complex workflows, and heavy integration

Converted at the fixed rate of SAR 3.75 to USD 1. UAE and Egyptian projects follow the same cost drivers; the price depends on the team building it more than on the country.

What drives the cost

Workflows and exceptions
A CRM that tracks leads through five stages is simple. One that routes deals by region, needs manager approval over a discount, and handles returns has many more paths to build and test.
Users and roles
Who can see and change what. Sales, managers, finance, and partners each need their own permissions, and every role adds screens and tests.
Integrations
Connecting WhatsApp, email, your website, accounting, payments, or an ERP. Each connection is usually the biggest single line in a quote after the core build.
E-invoicing
If the CRM issues invoices, they must follow ZATCA rules in Saudi Arabia, the UAE rules from 2027, or Egypt’s ETA system. That means signed XML, QR codes, and a live connection to the tax platform.
Data migration
Moving customers, deals, and history out of spreadsheets or an old system, then cleaning duplicates. Messy data can take as long as a feature.
Languages
Arabic and English (and French) with proper right-to-left screens, Arabic search, and documents that print correctly. Planned from the start, this adds little; added later, it costs much more.
Reports and dashboards
A few standard reports are cheap. Many custom reports, with exports and scheduled emails, add up.
Hosting and data residency
Where the data lives. Hosting in a UAE or Saudi cloud region, when required, can change the setup and the monthly bill.

Custom CRM vs Salesforce and HubSpot over three years

Off-the-shelf CRMs charge per user, every month, for as long as you use them. Here is what that adds up to for a team of 20, at list prices.

OptionFirst yearThree yearsHow you pay
Salesforce Pro SuiteUSD 24,000USD 72,000USD 100 per user per month, billed annually
HubSpot Sales Hub ProfessionalUSD 23,100USD 66,300USD 90 per seat per month, billed annually, plus a USD 1,500 onboarding fee
Custom CRMThe build, plus hostingThe build, hosting, and any support you choosePaid once for the build; no per-user fees

List prices from the vendors’ pricing pages in September 2026, before VAT, discounts, add-ons, or setup partners. Adding users raises the off-the-shelf totals; with a custom CRM, a new user costs nothing extra.

An off-the-shelf CRM can still be the better choice: if your process is standard, your team is small and not growing, and you do not need Arabic, e-invoicing, or deep links to your own systems. We will tell you if that is the case.

E-invoicing: the cost many quotes leave out

If your CRM creates quotes and invoices, the invoicing part must meet your country’s e-invoicing rules. Budget for it from the start.

Saudi Arabia (ZATCA)
Phase 2 (integration) requires invoices in XML with a cryptographic stamp and QR code, cleared or reported through ZATCA’s Fatoora platform. It is rolled out in waves by revenue and reached businesses with SAR 375,000 to 750,000 in revenue on 30 June 2026.
United Arab Emirates
E-invoicing becomes mandatory on 1 January 2027 for businesses with revenue of AED 50 million or more, and on 1 July 2027 for businesses below that, through an accredited service provider.
Egypt (ETA)
E-invoicing is mandatory for VAT-registered businesses: invoices are digitally signed and submitted to the Egyptian Tax Authority. E-receipts extend the same idea to sales to consumers.

Costs to ask about before you sign

Hosting
The monthly cloud bill. For a small team it is usually modest, but ask for an estimate in writing.
Support and changes
Fixes, updates, and small changes after launch. Agree whether they are included, billed per hour, or covered by a monthly plan.
Third-party usage fees
WhatsApp Business messaging, SMS, e-invoicing service providers, and AI model usage are billed by those providers, not by the developer.
Training
A CRM nobody uses is the most expensive kind. Ask how your team will be trained and supported in the first weeks.
Ownership
Make sure the code, the data, and every account are in your company’s name, so you are never locked in.

Budget in phases, not all at once

The cheapest way to get the right CRM is to build the part your team needs most, use it, and grow it from what you learn.

  1. Discovery

Map how sales and service really work today, and agree on the first release.

  2. First release

One team, the core pipeline, and the one or two integrations that save the most time.

  3. Migration and connections

Bring in the rest of your data and connect accounting, invoicing, or WhatsApp.

  4. Grow

Add teams, reports, and automations as people use it and ask for more.

What keyt charges

We design and build our own CRMs for each client. We do not resell Salesforce, HubSpot, Odoo, or any other product. Our prices are minimums, not packages: after a free discovery call you get one fixed quote in writing.

  • Foundations

    Starting at USD 1,500

For businesses moving off spreadsheets or old servers.

  • Build

    Starting at USD 6,000

For a new product, a custom system, or your first AI agent.

  • Partner

Starting at USD 2,500 per month

For teams that want keyt as their ongoing tech department.

Prices exclude VAT and third-party costs such as cloud hosting or AI model usage.

What to prepare before asking for quotes

  • How many people will use the CRM, and in which teams
  • The steps a lead or order goes through today, including the exceptions
  • The tools it must connect to: WhatsApp, email, accounting, website, ERP
  • Whether it issues invoices, and in which countries
  • Where your data is today, and roughly how much there is
  • The languages your team and customers use
  • Any deadline, such as an e-invoicing wave or a new season

How much does a custom CRM cost in Saudi Arabia?

Published market ranges run from about SAR 74,000 to SAR 396,000 for most business CRMs, and up to SAR 1.5 million for large enterprise programmes. A focused first version built in stages costs less; at keyt a full custom CRM starts at USD 6,000.

Is a custom CRM cheaper than Salesforce or HubSpot?

Often over three years, especially for teams of 10 or more, because there are no per-user fees. A first version for one team is often ready in 6 to 10 weeks when it is built in two-week cycles. Larger systems are released in stages.

Does my CRM need ZATCA e-invoicing?

Only if it issues invoices for a Saudi VAT-registered business. Then the invoicing must meet ZATCA Phase 2: signed XML, a QR code, and a live connection to the Fatoora platform.

What are the ongoing costs of a custom CRM?

Hosting, optional support and changes, and third-party usage such as WhatsApp messages or AI models. There are no per-user licence fees.
