HR software in the UAE and Saudi Arabia: how to compare
In the Gulf, the hard part of HR software is not the employee list. It is whether payroll fits WPS, Mudad and GOSI without manual work. Here is what to check, who to look at, and how to test a demo.
The short answer
Start from your country’s payroll rules. In the UAE, the system must produce a correct WPS file and help you pay by the first of the month. In Saudi Arabia, it must handle GOSI and Mudad and suit how you use Qiwa and Muqeem.
A note from us: keyt HR is sold in Egypt only for now, so this is not a sales page. We wrote it because the same questions apply to any buyer.
What the local rules require
| Area | UAE | Saudi Arabia |
|---|---|---|
| Salary payment | WPS and a correct SIF file; wages due on the 1st; at least 85% paid on time | Wage protection through Mudad, matched to bank transfers |
| Social insurance | GPSSA for UAE nationals | GOSI rates for Saudis, old and new system, and for expats |
| End of service | Gratuity on the basic wage, or a savings scheme | End-of-service award, with reductions on resignation |
| Localisation | Emiratisation targets and reporting | Nitaqat bands and Saudization |
| Government links | MoHRE and ILOE records | Qiwa contracts and Muqeem for expat records |
| Leave and overtime | UAE leave rules and overtime | Article 107 overtime and Saudi leave rules |
Our guides on UAE WPS and Saudi payroll explain these rules in detail.
Vendors to look at
These names come up often in the region. The notes come from each vendor’s own materials, and we have not tested these products, so treat this as a starting list and not a ranking.
- ZenHR: covers Saudi Arabia, the UAE, Egypt and other markets, and says it connects with Mudad, GOSI and Muqeem
- Bayzat: UAE-rooted, and says it handles UAE WPS and Saudi Mudad in one system
- Jisr: focused on Saudi Arabia, with its integrations often cited in comparisons
- Menaitech: an older regional vendor that says it is localised for GOSI, Mudad, WPS and Nitaqat
- Global platforms and custom systems: useful for larger groups, or when your process does not fit, but check the local payroll work yourself
Questions for every vendor
- Is the Mudad, GOSI or Muqeem link a live integration, or a file we download and upload?
- Who updates the system when a rule changes, how fast, and at what cost? For example, what did you change for UAE Resolution 340 of 2026?
- Can you run both countries, and more than one legal entity, in one account?
- Is the employee app fully usable in Arabic, including payslips?
- Where is our data hosted, and can we export all of it if we leave?
- What does it cost per employee at our size, including setup, payroll add-ons and support?
- Can we speak to two customers of our size in our country?
A test to run in the demo
- Give them a real anonymised month: a new joiner, a leaver, unpaid leave and overtime
- For the UAE, ask to see the SIF file it generates, and check the totals
- For Saudi Arabia, ask to see GOSI for a Saudi on each system and an expat, and the Mudad file
- Run a final settlement for someone who resigned after three years
- Switch to Arabic and print a payslip
What to budget
Most vendors price per employee a month and quote by size, often with a setup fee and a minimum. Compare the three-year total, including data migration and the staff time to run it. The cheapest monthly price is rarely the cheapest system if your team still fixes payroll by hand.
